Should Google shame Android device makers for slow updates?

Anyone who has used Android phones over the years knows the frustration that can come with waiting for Over The Air updates. While Google drops new versions of Android and security patches at a breakneck pace, Original Equipment Manufacturers or OEMs like Samsung, LG, and HTC are slow to deploy them to their phones. Unlike Google’s Nexus line, other device makers need to integrate Android with their own systems and have their updates certified by the carrier. This whole process adds months to the process and often makes it too expensive to update old or inexpensive devices. Google appears to be fed-up with slow updates. It is now considering releasing publicly the speed and completeness of over the air updates.
